What is a parliamentary opinion?

A parliamentary opinion is a formal written document that answers a specific question or series of questions about a rule or situation, in accordance with a society's own rules, as well as generally accepted parliamentary principles.  It is arrived at by carefully reviewing the governing documents of a society, including bylaws, special rules of order, standing rules, and minutes, and is based on the principles of parliamentary law and Robert's Rules of Order Newly Revised. Suggestions and recommendations may be offered on how to proceed in accordance with the rules, while protecting and respecting everyone's rights of membership.
